I always hated
this superweapon, because it was completely useless and it
powered your base down. Giving the soviets 3 superweapons is
hardly fair.

You should
replace the Force Shield with a new superweapon. Perhaps a
"power structure down" function like in TS, or a "sell unit"
function, or just a normal superweapon like the Ion Cannon or
Meteor Shower. The Ion Cannon is probably the best thing to do,
and give it to all sides as a tactical backup "mini"
superweapon.

Why don't you give it to Yuri? Like Yuri stole the Cloning Vats,
the Psychic Sensor, the Yuri Clone and then he modified the Iron
Curtain resulting the Force Shield.

Why not
give it to Yuri? He will have 3 superweapons, not fair.
But actually, the genetic mutator is crap as it is now, maybe
you CAN give it to Yuri without unbalance... As a
low-level superweapon. So his low-level superweapons are
split in two pieces. The Force Shield shouldn't give low
power when activated then.
Also, a new building for the force shield, costs 1250 and uses
half the power of what a normal low-level SW uses, mutator will
cost 1250 and same power usage.
But give the mutator a little less range. This way, Yuri will
have some advantage in a different way, while there is STILL
balance.
Think about this..

Personally
I think that only the Soviets should get Force Shield\Iron
Curtain type structure. But... Each side should have
an anti-superweapon defense.
Soviets could keep Force Shield, but it should only protect
against Psi. Dominator & Weather Storms.
Allies should have an Active Laser Defense which would be able
to shoot down Nukes & agitate the Psi. Dominator wave so it
becomes not effective.
Yuri should have a Psychic Shield that can steer Nukes & create
a highly charged ionosphere which would stop Weather Storm
Clouds from forming near his base.
Each of these would be a special building that would cost
between $1500 and $2500. Each should have a fairly long recharge
time 4+ minutes. These buildings would require a side specific
Battle Lab to be built and the superweapon defenses should knock
out the power for a short period of time (10 seconds) while the
power grids have to be re-calibrated to deal with the huge power
spike that just happened.
This way each of the sides would still be vulnerable to one of
the three superweapons available and if it is used once and
another superweapon is launched after the first superweapon but
before the superweapon defense has recharged the superweapons
would do damage as normal (i.e. Dominating Buildings/Troops
Lightning Storms or Nuke Missile damage)

Send it to
hell, I barely use it and frankly don't care if it's there or
not. If you decide to give it to Yuri, turn the animation
purple so it looks right.

How about
replacing the force shield with some superweapon that isn't so
strong. A cruise missile that is called from off the map
much like Boris's MiGs and makes a small warning when launched.
Good versus buildings but misses if units move. Missile
cost: 1750. Recharge time: 3 min.
